    SEATTLE (Reuters) – A girl shot during a rampage at a Washington state high school last week that left two other girls dead along with the gunman has died from her wounds, Providence Regional Medical Center in Everett said on Friday.     WASHINGTON (Reuters) – The combined budget for U.S. civilian and military intelligence operations has shrunk by more than 15 percent since 2010, official figures show. The total U.S. intelligence budget was $67.9 billion in the fiscal year to Sept. 30, according to official figures. That was up only marginally from $67.6 billion the previous year, but followed a steady decline since a peak in 2010. A variety of factors comes into play, official sources say. The decline reflected the end of military operations in Iraq in 2011 and the drawdown in Afghanistan, said Bruce Riedel, a former senior intelligence official and security adviser to President Barack Obama. “Those operations were extremely expensive, not just for the military but also all the civilian agencies.     ATT has two new data plans. ATT is offering two new data plans for smartphone users as the price war in the wireless industry heats up. Its part of a growing trend in which wireless providers give consumers more gigabytes of data without having to pay more. As mobile devices become more sophisticated, consumers are demanding more data to send photos, watch videos and download music. Beginning Sunday, ATT (T, Tech30) customers will be able to get 3GB of data for $40 a month or 6GB for $70 a month. Previously, the deal was 2GB for $40 a month and 4GB for $70 a month. In addition to the data charges, ATT charges what it calls a monthly “smartphone access charge” of $40 for customers who sign a standard two year contract. The presidential guard’s second in command, Colonel Isaac Zida, says he has assumed power as head of state. Earlier, army chief General Honore Traore said he had taken over. Crowds danced and cheered in the capital Ouagadougou after Mr Compaore’s resignation was announced. It came a day after protesters angry at his attempt to amend the constitution set fire to parliament and government buildings.     (Reuters) – A man’s plan to leap from a Missouri radio tower south of St. Louis went awry when his parachute got stuck on a supporting wire, leaving him suspended 155 feet above the ground, a fire official said on Friday. The parachutist, Timothy Church, 27, and a second man, Brandon Travis, 26, were arrested for trespassing on private property, St. Louis County Police spokesman Brian Schellman said. Travis helped Church gain access to the tower, he said. Church was rescued by a firefighter trained in high-suspension rescues who climbed the tower and got a rope and pulley to the man.
