The decision came after a local prosecutor said he would not bring charges against the officer. He ruled that Christopher Manney had acted in self-defence when confronted in a park by Dontre Hamilton. The launch of the federal investigation follows protests across the US over the shootings of two other black men.     WASHINGTON (Reuters) – Senate Republican leader Mitch McConnell said on Monday he opposed U.S. President Barack Obama’s plans to normalize relations with Cuba, and spoke of steps lawmakers might take to rein in the new policy. Interviewed by Reuters, McConnell also said that he and the president, a Democrat, had discussed possible major tax reform legislation and that any effort should not focus on the country’s biggest corporations alone, but also include help for small businesses. On another international matter McConnell, who takes over in January as Senate majority leader, said North Korea’s computer hacking of Sony Corp was more serious than an act of vandalism, taking issue with a characterization Obama had used to describe the cyberattack. McConnell declined to spell out steps he thought the United States should take in response. “This is a serous threat to the United States,” he said.       An Israeli bank has admitted to helping over 1,500 U.S. account holders avoid paying taxes. As part of a settlement reached on Monday with the U.S. Department of Justice, Bank Leumi Group will pay $270 million in fines. It’s the first time an Israeli bank has admitted to this type of criminal activity. The bank put its clients’ money into accounts in tax haven countries such as Switzerland and Luxembourg and helped its clients create false tax returns over a 10-year period, the Justice Department said. “IRS will not tolerate the use of offshore accounts to illegally escape paying taxes and we will continue to focus on this priority area,” said Internal Revenue Service Commissioner John Koskinen. Leumi is one of the largest banks in Israel. It has offices in New York, Florida, Illinois and California. A spokesperson for the bank did not immediately respond to a request for comment.

The game was never close, with Cummings sparking a 12-2 run at the start and the Owls (8-4) pulling away to lead by as many as 30 down the stretch. It came 19 years to the day since Temple’s last win over Kansas, a 74-66 upset of the No. 1 Jayhawks in overtime on Dec. 22, 1995, during the inaugural Jimmy V Classic in East Rutherford, New Jersey. Frank Mason III scored a game-high 20 points to lead Kansas (9-2), including 13 in the first half to keep the Jayhawks in the building. Though there has been no comment from the authorities in Pyongyang, US experts reported the restoration. Some analysts say the country’s web access was cut entirely for a time. Washington said it would launch a proportional response to a cyber-attack on Sony Pictures, which made a comedy about North Korean leader Kim Jong-un. Officials would not comment on any US involvement in the current outages. Services were partially restored after nine hours and 31 minutes of disruption, cyber security firm Dyn Research says.     Getting spacecraft to Mars is quite a hassle. Transportation costs can soar into the hundreds of millions of dollars, even when blasting off during “launch windows”—the optimal orbital alignments of Earth and Mars that roll around only every 26 months. A huge contributor to that bottom line? The hair-raising arrivals at the Red Planet. Spacecraft screaming along at many thousands of kilometers per hour have to hit the brakes hard, firing retrorockets to swing into orbit. The burn can require hundreds of pounds of extra fuel, lugged expensively off Earth, and comes with some risk of failure that could send the craft careening past or even right into Mars. This brute force approach to attaining orbit, called a Hohmann transfer, has served historically deep-pocketed space agencies well enough.     (Reuters) – The U.S. Justice Department has filed a complaint against Omnicare Inc, alleging that the largest U.S. provider of pharmacy services to the elderly received millions of dollars in kickbacks from Abbott Laboratories. Omnicare received the kickbacks for recommending Abbott’s prescription drug, Depakote, for epilepsy in dementia patients in nursing homes it serviced, the department alleged in a statement on Monday. Omnicare allegedly disguised the kickbacks from Abbott as “grants” and “educational funding,” the department said. Omnicare could not be immediately reached for comment. The company agreed to a $124 million settlement with the Justice Department earlier this year to resolve allegations that it paid kickbacks to secure contracts to supply drugs to nursing homes with Medicare and Medicaid patients.
