(Reuters) – Senator Rand Paul won a straw poll of conservative activists on Saturday, giving his potential bid for the Republican presidential nomination in 2016 a boost, and Wisconsin Governor Scott Walker came in second in a surprising show of strength. Whether the victory for the libertarian Paul will have long-lasting benefit is unclear as he is among more than a dozen potential candidates jockeying for position. Paul, a 52-year-old Kentucky Republican, outdistanced a host of other potential candidates by taking 25.7 percent of the vote at the Conservative Political Action Conference, a gathering of activists on Washington’s outskirts of Washington.   • Ruble collapse makes bribery more expensive for Russians


    It costs a lot more to bribe a Russian these days. Soaring prices and the weak ruble are creating corruption inflation: the cost of an average bribe shot up 37% in 2014. The typical inducement paid in Moscow last year was 327,000 rubles ($5,300), chief of police Anatoly Yakunin told Russian media. That’s up more than 10 times in just five years. According to the Russian government, the average bung was just 23,000 rubles in 2009. Russians trying to pay off officials have the struggling economy to blame for the rising costs. Milan Lucic, Zdeno Chara, Patrice Bergeron and Brad Marchand all scored for the Bruins, who have won three of four following a six-game losing streak. Martin Erat had the only goal of the game for the Coyotes, who have lost nine in a row. Mike Smith was pulled in the second period after allowing four goals on 20 shots, while Louis Domingue turned aside all 14 shots he faced. The Bruins’ first goal came off a Smith miscue as David Pastrnak dumped the puck in the zone and it went behind the net. President Maduro said he wanted a review and reduction of American diplomatic staff. US citizens visiting the country would also need visas and there would be a list of politicians who would be banned from entry. Mr Maduro said US meddling had forced him to adopt the new measures. The preisdent said that the US government had 100 employees working in Venezuela whereas Venezuela had 17 based in the US. Mr Maduro said Venezuela would be charging Americans the same rates for visa as those levied on Venezuelans wishing to visit the United States. A list of banned politicians would include George W Bush, Dick Cheney, Bob Menendez and Marco Rubio. Mr Maduro said these were all men who had …

    Domestic violence experts have warned that the use of specialist technology that enables abusers to stalk victims online and via mobile phones is growing at an alarming rate. A series of parliamentary answers has revealed that, in the 12 months up to April 2014, police received 10,731 reports of computers being compromised by spyware and malware (malicious software). Both can be used by abusers to gather information from someone’s computer or phone. They can allow abusers to view documents, photographs or passwords – and even turn on a device’s camera or microphone. Mobile spyware can also reveal a person’s location. The real number of victims is likely to be considerably higher. “As most victims are unaware that they are being watched or are too scared to come forward, the real number of incidents could be up to 10 times that,” said Harry Fletcher, criminal justice director of the Digital-Trust, a new charity set up to help …

    FREETOWN (Reuters) – Sierra Leone’s Vice President Samuel Sam-Sumana said on Saturday that he had placed himself in a 21-day quarantine after one of his bodyguards died of Ebola amid a worrying recent surge in new infections in the West African nation. Cases of Ebola, which has killed nearly 10,000 people in Sierra Leone, Liberia and Guinea during a year-long epidemic, have fallen off sharply in recent weeks. Of 99 new confirmed Ebola cases in the region during the week to Feb. 22, however, 63 were in Sierra Leone according to the World Health Organization’s weekly report.     I’m color blind. There’s not much good that comes from being color blind. Traffic lights are a challenge. I can never be a pilot. My wife frequently sends me back into the closet to change the frightful mélange of colors in which I’ve adorned myself, and I’m useless as a sounding board for her when she’s shopping (there’s also the fact that she looks stunningly beautiful in any color). But finally I’ve found the silver (or is it blue?) lining to being color blind. The gold/white, black/blue dress debate doesn’t matter to me. To me it’s green, blue, yellow, white, red, turquoise, magenta, grey, green and every other color on this great earth.     (Reuters) – An acrobat reported missing in Atlanta by the Ringling Bros. and Barnum Bailey circus has been found, a production company said on Friday. Police issued a missing person bulletin on Thursday for Wei Cao, a 25-year-old Chinese citizen who performs a bicycle and juggling act for the circus, after she missed a scheduled performance this week. Feld Entertainment, which produces the circus, said in a statement that Cao had been located and no additional information was available.
