    WASHINGTON U.S. Defense Secretary Ash Carter signaled on Thursday that he would allow more troops to be armed at facilities inside the United States after the July 16 shooting in Chattanooga, Tennessee, and asked top brass to craft plans to increase security. Carter in a two-page memorandum instructed military leaders to develop plans to increase security within existing Defense Department policy guidelines, which, he noted, included “the option of additional armed personnel.” He also asked them to identify gaps in warning notification systems. “The tragic shooting on July 16 in Chattanooga, Tennessee, illustrates the continuing threat to (Department of Defense) personnel in the U.S. homeland posed by homegrown violent extremists,” he wrote, asking for a consolidated set of plans to review by Aug. 21.     Can Pinterest hack tech’s diversity problem? It’s certainly trying to. The company has already been lauded for its commitment to diversity, but now it’s getting even more proactive. On Thursday, Pinterest, which has over 600 employees, announced its 2016 diversity goals. The company — which has received $1.3 billion in funding and is valued at $11 billion — hopes that by sharing this information publicly, it’ll make its progress easier to benchmark. In 2013, Pinterest engineer Tracy Chou called on tech companies to reveal their diversity numbers in a much-buzzed-about Medium post. Her effort pre-dates the more formal reports that some big firms have since started publishing. In 2014, Google (GOOG), Apple (AAPL, Tech30) and Facebook (FB, Tech30) released formal diversity reports about the internal makeup of their workforces. The discovery, based on DNA evidence and reported in the Cell Press journal Current Biology on July 30, increases the overall biodiversity of the Canidae–the group including dogs, wolves, foxes, and jackals–from 35 living species to 36. “This represents the first discovery of a ‘new’ canid species in Africa in over 150 years,” says Klaus-Peter Koepfli of the Smithsonian Conservation Biology Institute in Washington, DC. The new study, led by Koepfli and Robert Wayne of the University of California, Los Angeles, was inspired by recent reports suggesting that the African golden jackal was actually a cryptic subspecies of gray wolf.     PHOENIX A brown and black shorthair cat now named “Lucky” is one fortunate feline after managing to survive while trapped under water for at least an hour inside a sunken powerboat in Arizona. “It’s really a miracle,” Dive Time Recovery owner Jon Zuccala, who pulled the submerged boat from a sandbar north of Lake Havasu City, told Reuters by telephone on Wednesday. “I would have named her ‘Eight’ because after all this, I’m sure she has used up one of her nine lives.” Zuccala said he was called to the scene by authorities on Saturday afternoon to hoist the boat to the shore from the lake’s bottom.
